Maybe that's true in Milwaukee. In rural America it's not. As a kid who grew up in a very white state I was stunned on my first middle school aged trips out of state to see there were no white people at all working the low wage jobs. I'd expected a mix.
The big problem with how slow the process was is that it undermined the credibility of the Biden/Harris administration.
