Why would ICE carry out enforcement in a crowded Texas Walmart parking lot in broad daylight? MALDEF’s Hector Villagra says it’s often because ICE lacks a judicial warrant, which is required to enter a private home. He adds that public arrests like these can put bystanders at risk.
