It’s not just a mistake. From my experience working with media of this size, there are numerous editors taking part in the process of deciding the title. There most likely was a lot of time spent on formulating the first title , and it was changed likely not because they thought it was a mistake

Un fckng believable. So New York Times decided to brong doubt in what Ukraine says in this title rather than to talk the danger of Zaporizhzhia nuclear power plant just blowing up if not suported correctly

The funny thing ? They changed title later but when you google you still see the first one.

City with almost 1,000,000 people living there
