Touhou 19's final boss was supposed to be... Myouren Hijiri. ZUN wanted a dichotomy between sending Byakuren to Makai and Myouren to Hell, but it was eventually scrapped because ZUN still doesn't want men in his series.

Since the sisters are the ones who created the Perfect Possession by profiting from the Urban Legend incident, they could have added a rule that says that Joon can do these kinds of things just because yes. After all, the PP does come from an urban legend they spread out themselves

My theory is that it isn't Joon's doing. It's Shion's ability to bring misfortune. Shion can force anyone in a losing position with their misfortune. Considering that when Shion snaps, she claims that everyone will be losers, I think it makes sense.
