Hence the 80% of temporary contracts for teaching scientific personnel is fine, since PhD and postdocs teach (it is part of their qualification) and 1:4 is a fine ratio with profs, the 40% with semester contracts is a different story…

The Uni model is very similar in Germany and Switzerland. I think Austrian unis (or at least TU Wien) are striving to find the sweet spot between young career perspectives, education of young researchers, and excellence...the process is certainly not perfect and can be improved,

the number of researcher positions is fixed and for each position made permanent, we remove one or two Ph.D. positions from the budget, i.e., there will not be enough positions for excellent students who want to do a Ph.D. or a postdoc, and education is a duty of universities.

We hired several austrian tenure-track profs who spent periods abroad, they brought back a different mentality, new research fields, and strong networking. If we want that Austria is a top country for research and education, this is the right model. Also, one cannot make all contracts permanent:

"Prekäre Arbeitsverhältnisse treiben hoch ausgebildete Universitätsangestellte in die Privatwirtschaft und ins Ausland": it is actually ok! The economy needs highly qualified researchers and it is good that researchers go abroad and get international experience, afterwards they can come back.

Top third-party funding conditions, internationally leading research groups in many fields, appealing career model with promotion path from tenure track assistant prof to full prof (at least at TU Wien). We hire the best and Mittelbau can apply for such professorships, this is how top unis work.
