I hoped to get this out earlier but btwn the death in my family+thanksgiving, here we are

I think its important to be transparent on my concerns about the “form of government” process being proposed for Arlington County w/vote this month

3 categories:
- timing/priorities
- approach
- substance
What are Maureen's concerns? 1) Timing and priorities: a) 2026 is going to be a very difficult year. b) Priorities matter. To me right now, my priority is taking care of people. We need to be focused on protecting our most vulnerable in the community and continuing to meet the daily needs of our residents. In this moment, an examination of how the County Board is structured is a "nice to have" initiative - not a "must have." i) Financially, we just had a historically close budget margin and we are tracking our revenue sources - the estimates are not optimistic. At the same time, costs continue to rise Our resources are limited and we will almost certainly be making budget cuts for FY27. Whatever amount of money we spend to do this is less money we can spend to support food security, health care for those who lost insurance because of the Federal cuts, support for our community in general. (1) Is this so urgent that we must choose it now, over other community needs? ! am not seeing a compelling reason that we do. ii) Time and mental space availability among our residents are stretched extremely thin. The strain of the Federal government on people's jobs, the state of the economy, the fear our immigrant community is experiencing, and more make it challenging for folks to commit their time to non-necessary things. (1) If we undertake this process now, will the full community actually be able to participate in a meaningful way? ili) Time and availability for our County Government are stretched thin as well. We continue to react to an ever-changing landscape of challenges. Whether it is DOGE cutting thousands of jobs, or the shut down and related impacts on SNAP, or the last second changes to homelessness funds, we are in a time of chaos. We have no idea what will come at us next and need to focus on meeting the moment. The approach: a) We need agreement on what we're trying to accomplish. The preliminary work to set this up for success has not been completed. i) There is no universal "right way" to set up a local government. Every government system will be good at some things and bad at others. It is about figuring out what tradeoffs we are willing to accept. ii) When you evaluate any proposal, you need to know what measuring stick you're using. How would we know if anything is good or bad, better or worse, unless we can say "at what?" ili) There are so many different perspectives in Arlington. It is not possible to make everyone happy. Figuring out what we seek to accomplish BEFORE we engage in this process seems critical so that an advisory group can do useful work. b) We have not engaged enough people to move forward on this. i) A vocal group of well-connected advocates does not mean the general public has any idea this is going on. The more people I talk to, the more I realize that people have no clue what this means for them. We have not meaningfully engaged with our School Board, Electoral Board, Constitutional Officers, or our own commissions about moving this forward. ii) People deserve to have a real say if we are going to move forward with this. Changing the way county government operates will impact every person who lives here. People deserve to know what's happening and have their voice heard. iii) How do we make sure that this process isn't fatally plagued by self-selection bias where only those who want a specific outcome participate? How do we make sure those who could be harmed participate at least as much as those who would benefit? c) There is no plan for the resources to do this well. i) No budget has been assembled, no project plan has been presented, no total hours of work has been estimated. ii) This is too important to do poorly or figure out on the fly. The success or failure of the process will be contingent on whether there are sufficient resources and ri… substance: a) No matter what the structure of the Board is, if people can't or won't run for office then we will end up in the same place. i) Factors like fair pay for the role, the cost of campaigns, and more make it so that good people do not run. I am sure we all know community leaders that would make great Board members who have no desire to run because they want to see their kids, or need to earn more to support their family, or who simply see it as impossible to be successful at campaigning here. ii) Until we make it easier to run for and serve in office, we will always have unrepresentative people in elected office. b) What problem are we solving? And what are the risks? i) Overall, Arlington County is considered one of the most well-run localities in the country. There is surely a lot we could do better! But change does not always equal improvement, and it certainly does not guarantee improvement on the issues I care most about. (1) For example, research from Evan Mast at the Center for Growth and Opportunity published a research paper titled "Warding Off Development: Local Control, Housing Supply, and NIMBYs" which found that switching from at-large to ward-level representation was associated with a 47% reduction in multi-family housing permitting (compared to only 12% for SFHs). Is a 47% reduction in new housing a risk we are interested in taking? c) Many of the problems residents experience are operational and could (and should!) be addressed without a change to governance. We need to look at things that are not just changing laws, but also changing the culture internally. i) We need to be more responsive as a Board and as individual Board members, no matter how the Board is structured. Each board member only has one staff person to support them, and that person takes on ALL scheduling, administrative work, policy work, constituent work, event support and anything else a Board member seeks to do. Ultimately it most often falls to individual Board members …

Hey DC, I heard you wanted policies to encourage new "family sized" (i.e., 3-bedroom) housing units. Arlington has a new policy where 57% of the resulting units are 3+BR; it's called ENDING SFZ.
