Mariana Francesca Mazzucato is an Italian-American economist and academic. She is a professor in the Economics of Innovation and Public Value at University College London (UCL) and founding director of the UCL Institute for Innovation and Public Purpose (IIPP). The services, programmes and training put in place around Carnaval clearly demonstrate what we at IIPP understand as dynamic capabilities, and we are excited to collaborate with them on this.

Carnaval is a public platform for innovation–mission-led & community-driven. Morning meeting with Governo do Estado da Bahia and their teams from culture, health, security and waste. The shared purpose of Carnaval mobilises & stress-tests cross-government collaboration & public sector capabilities.

Looking forward to speaking on a panel today at Creative Brazil Forum 2026 in Salvador, showcasing the work we have done at UCL IIPP on the Public Value of Arts & Culture and why we need move beyond static, linear metrics for measuring the impact of arts & culture.

Globally cultural and creative industries generate 3.39% of GDP, and in Brazil they contributed 3.59% of GDP in 2023 alone. But the value of arts, culture, and Carnival goes way beyond direct economic value.

Bottom line: arts and culture aren’t a sector of the economy. They are key to the creative economy. As Celso Furtado said, cultural policies must unleash the creative forces of society.

Today’s interministerial meeting in Brazil on the Public Value of Arts and Culture brought together Ministries of Culture, Finance, Environment, Innovation in Public Services and Development, Industry, Trade and Services.
