Neroh is a mistake in Teyvat's system. One of the witches interfered with his fate once, and he was able to survive curse. He's not supposed to be alive, and the curse itself is misplaced. Ronova doesn't like it but does nothing

Black veins a part of his curse. When his elemental energy level is very low they appear. He sees and hears worse but becomes stronger and wilder but feels pain
