Starting to trend in the right direction again! 

It was 64% in 2019 - right before covid.  Just a guess...but I'm thinking the pandemic wiped out a lot of Emergency Funds and they haven't been built back up yet.  Just a guess though.

-interest/fines/penalties
-loss of government benefits (CCB, etc)
-garnished wages
-jail for tax evasion (rare)
