This is what I always imagined, but people take Players and Endermen being the only entities to place blocks so seriously.
When looking at lore, things that are only such a way because of gameplay shouldn't always be taken literally.

Although unconfirmed, I think the villagers have built their own villages. The reason why they don't build in the game is for gameplay reasons and not lore.

Wow this game is beautiful. I never actually paid any attention to how Hytale looked or played before this and didn't really have any interest. Think I might need to give this a try.
