States would normally have the bulk of their annual LIHEAP appropriations by this point in the fall so they can start helping people with winter heating bills in November.

This year, they haven't received anything. And it's not clear when, or if, they will

Winter is coming... Typically, states would have already received billions of dollars of federal money for a critical heating assistance program.

TLDR: The vast majority of heat pump owners will be automatically enrolled, so be on the lookout for an email or letter from your utility. You should get it before Nov. 1

Vineyard Wind can now generate up to 400 megawatts, which means about half of the turbines are producing power. (That's up from 17 turbines in July.)
