Sonic Surge and Chuck all together. Surge is cheerfully waving to Chuck, while teasingly elbowing Sonic. Chuck came in, not knowing Surge was there, to give Sonic his reading glasses he keeps secret. Fun fact, they actually get attached to a chain to keep them on his face when he wears them, as opposed to sitting on his snout, because it looks even lamer (and he secretly likes it that way). Sonic is already resigned to the embarrassment that he knows will come from surge knowing about this.
