As a Mainer, which Im guessing you are not, the reason there was no paper ballots in 2016 is because it was a caucus not a primary. Do you know what a caucus is? Theres no paper ballots in caucuses. Bernie loves to claim he lost for any other reason except that people just didn’t caucus for him
