(I say that as someone who has hiked Mt. Baldy more than 30x; however, since 2020, there have been circa 100 search and rescues, and a handful of fatalities. Mt. Baldy has not required hiking permits, so plenty of folks do what you suggested. )

Safety precautions like bringing water, food, a back-up flashlight, a First-aid kit, contacting someone before leaving so that they know you are expected to return.

They're not "rules"--they are common sense precautionary measures for survival.
