We've spoken to experts who agree this is very bad.

I think I need a "things to do instead of calling the cops" type program that does a gentle bait and switch to appeal to people who are maybe not yet thinking "instead of calling the cops" is a thing but then helps nudge them toward seeing their unhoused neighbors as real people
