1. The Republicans have cut the subsidies for Obamacare patients.
2. They have drained Medicaid for some 15 million people to pay for further tax cuts for the undertaxed super-rich, like Trump and his family and giant corporations.

It is unconstitutional and illegal for any privately donated money to pay for such federal construction projects. Why? Because it undermines or nullifies the exclusive appropriations authority of Congress under the Constitution.
