If Putin rejuvenates the system, the regime gets a second wind.

If not, two outcomes are possible:

1. The regime unravels as old and new elites clash – Putin may outlive the system.
2. Putin exits (naturally or otherwise) – but the regime adapts and survives without him.
Three new elite cohorts are rising:

- Putin’s former adjutants: personally loyal to Putin, now in top posts
- Children of senior figures: the next generation of the political-business elite
- Young technocrats: bureaucrats in their 30s–40s, tied to Putin’s system
As Putin moves to set the system on “autopilot,” the State Council, not the prime minister, is taking the lead.

At the same time, the Kremlin is drafting strategies that run to 2035 and even 2050 – a planning horizon rare in Western democracies.
Power is fragmenting at the top. The Kremlin is deliberately creating overlapping responsibilities to weaken the prime minister and stop any one elite group from gaining independence.

As a result: decision-making slows, but Putin’s personal role grows.
Putin’s 2024–2025 reshuffles suggest the system is preparing for life after him. But this is not about naming a successor.

Instead, Putin is keeping power while stepping back from day-to-day management.
