100% would have to do Mastermind Rogue for this. Spying, blackmail, being able to read a situation, Hiruma lives and dies by those abilities.
Personally I would also multi class into Battle Master Fighter for his contributions on the field, which are through facilitating his teammates.

I've been getting really, really into Eyeshield 21 again and rn the biggest question i have on my mind is "How would you make Hiruma Yoichi in DnD 5e?"
