Red states governors won't refuse, and even taking out that 430,000, you still have 26000 per state. More than enough to overwhelm local law enforcement

There are roughly 1.3 million active duty military and 430k Nat Guard. That gives them potentially 34,600 troops per state. Even if, say, 1/2 refuse illegal orders (a generous amount considering only 1 person has resigned rather than follow an illegal order so far) that's 16,300 troops per state.

The states will have their elections. Trump will likely use the military to seize ballots, then the supreme court will declare any democrat victories to be fraudulent, and Johnson and Thune will refuse to seat new members.
