He should be ok as long as he's up scaling and cleaning up as best of a source as he can get. My best VCR is s-video and it makes a real difference.

I say start with a 5x or an ossc. The 5x has better de-interlacing than the ossc tho.

How much do you wanna spend? The rt4k is the gold standard rn and does an amazing job handling all that content but you'll probably need to make custom settings for your uses (and it's not thst hard but you'll need to learn a few concepts) retro rgb on YouTube has stuff on it.
