ATG. (According To Google) Yes, the Presidential Emergency Operations Center (PEOC), the secure underground bunker, is located under the East Wing of the White House. It was built in the early 1940s to serve as a secure command center and shelter for the president and staff during emergencies. 1/3

Maybe it's not about the ballroom; maybe he is expanding the emergency bunker and command center, which is under the East Wing. Take a look at the plan for the ballroom and you'll have an approximate size of his bunker.
