Thomas has walked through the world as a Ghost, no connections, he can't do that again. He's too old now, he'd lose his mind without Jenny and Addie to create a home rather than a sparse, empty apartment.
His heart breaks. But he's used to making tough decisions no one wants to make.

Not subtle. Not suggestion. That was a threat. His boss doesn't resort to flat out threats unless he has to. Which scares Thomas more than he can say.
