I will be live-tweeting Regina city council meetings from this account. When the tweets start coming, they will be furious & fast & keep up for hours. Not for the faint of heart. You have been warned.

If you're new to what I do, here's how it works…
I go to nearly every Regina city council meeting — well, since the pandemic, I've been attending virtually — and I live tweet what's happening. I can type really fast. It can be an onslaught. Be prepared. You may need to mute. /2 #yqrcc

To her credit, former Mayor Master’s used to ask admin why the city didn’t have a map or database of the underground utilities for each property. Apparently some cities know exactly what condition the water and sewer lines are everywhere …. does anyone know if that’s true?

That's what I'm confused about. The city uses Oracle's Utilities Work and Asset Management System (WAM) and one of it's features is visibility into where infrastructure assets are in their lifecycle and maintenance planning.

So in theory the city should already be able to do this.

Before I go…

Bezo was flipping tables a couple months ago over the costs associated with the city acting as an infill land developer for Taylor Field — even though all the money came from a reserve built for that purpose, not the mill rate. /1 #yqrcc

Okay folks. This is great. I love this. (Well, save for the grumpy facebook granpas & their rightwing youtube talking points) But I have to shut this live tweet down.
I have an appointment with my dentist.

Thanks for following. #yqrcc

Mancinelli asks about need for stormwater studies to make sure lots don't get flooded.
Moroz: Yes. But we're suggesting the city invest in those studies. #yqrcc

KGS isn't asking for a red tape reduction program.
They were asking for the city to act as an infill land developer.
But we're going to get a red tape reduction program.

See: Great ideas go to council to die. #yqrcc

Moroz: Yes. But sometimes red tape reduction sounds like we're trying to get around the rule. There are good rules in place. We have to make sure there's proper water, proper sewer. But if there's a way to simplify process, we're in favour of this. #yqrcc
November 26, 2025 at 5:43 PM
Bezo: What if we put forward in future a red tape reduction program, is that something the public sector would join at the table?

Well… I guess we know what's coming from Bezo. #yqrcc

This could be a useful conversation.
COULD be.
But here we are. #yqrcc

Moroz: Eventually, someone took on the challenge. That was a long time ago. Admin has done a great job to get away from that. #yqrcc
November 26, 2025 at 5:37 PM
Moroz: Corner of College & St John, there is an almost complete apartment. There used to be 108ft of frontage. Realtor had them on market but asking too much. We were interested in them. But had to call city to find out what was going on w/ water & sewer. City's answer was hire engineer. #yqrcc
November 26, 2025 at 5:36 PM
Bezo: You have to model stormwater and rain events on a small lot?
Moroz: On a small lot no. You just have to apply for a permit. #yqrcc
November 26, 2025 at 5:35 PM
KGS: There can be technical things like sewer & storm water & what pump station it should go to. We have one we're working on in the centre, the list was lengthy. One that stuck w/ me was modelling storm water flows to Wacana Creek. #yqrcc

Moroz: To your admin's credit, it has gotten easier over time. But a problem is that each individual parcel has its own quirks. #yqrcc
November 26, 2025 at 5:33 PM
Bezo: You talked about red tape reduction Sktoon did, you talked about fees. On red tape, if you wanted to develop something downtown, can you be descriptive of costs of what you do? #yqrcc

Important to note that the economic benefits of events and conventions goes mostly to provincial and federal coffers: increased tourism spending on hotels, restaurants and shopping equates more PST and GST and income tax revenue.

Tsiklis: KGS Groups is headquartered in Ward 2 so I know everybody there & your principles. Thanks for taking the bull by the horns. I don't think you're trying to create a bureaucratic entity here. #yqrcc
November 26, 2025 at 5:29 PM
Zachidniak: I think some city's have a land development corporation?
KGS Group: I think we're proposing to remove hurdles to have underutlized lands developed. It's more about enabling. #yqrcc
November 26, 2025 at 5:27 PM
Zachidniak: Are you meaning for the city to have a land development arm?
Moroz: The city has a land branch already. They can speak to this. They work with city owned land. What our suggestion is not just for city owned land but land in general. #yqrcc
November 26, 2025 at 5:26 PM
Moroz: It's a lunch & learn environment. Hopefully other developers can learn about what they're doing. #yqrcc
