Previously they were only available in the mobile app.
Communities are available to all channels with existing access to posts and channel owners over 16.

For public or well-known figures YouTube also considers whether it depicts “sensitive” behavior like criminal activity, violence or endorsing something or someone.

This sounds especially useful for popular creators who have their face stolen to appear in (usually scammy) ads.

Likeness detection is rolling out to creators in the YouTube Partner Program. This lets you easily detect, manage, and request the removal of unauthorized videos where your facial likeness may be altered or made with AI. Provide your official ID and facial scan to set it up.

Setup steps: 1. Agree to YouTube using biometric technology to look for your likeness. 2. Take a photo of your ID and record a brief video of your face. 3. Check your email.

Review the detected videos and if appropriate submit a privacy or copyright takedown request.
You can submit a likeness removal request “if your likeness was altered or made with AI and you think that the video violates [YouTube’s] privacy guidelines”.
According to those guidelines, when considering the request, YouTube considers whether the content is realistic and disclosed to viewers as AI, and if it is parody, satire, or has public interest value. For public or well-known figures it also considers whether it depicts “sensitive” behavior like criminal activity, violence or endorsing something or someone.

The Content Detection tab in YouTube Studio has a new Likeness tab in addition to the Copyright tab. This shows videos detected with your likeness for you to review.

Long live 3rd party cookies?
Google completely kills their "Privacy Sandbox" after "low levels of adoption".
Earlier this year Google announced they would not be blocking 3rd party cookies in Chrome.

This is only useful and secure if you set it up with a contact who is both trustworthy and reliable. If your relationship changes with the contact, or the person can no longer help you with recovery, you need to be sure to remove or replace them in your account.

Google now lets you set up Recovery Contacts for your account. Add someone who you trust as a recovery contact. If you lose access to your Google Account, you can reach out to your recovery contact directly with a code that lets them confirm it’s really you.

At the least it would have to mark all the videos with the synthetic content label. But I suspect it's a gray area, where they aren't impersonating exactly, because they disclose it's fan-created. But I doubt celebrities like their voices being cloned.
