No it isn't. That law was passed after the offence was committed. It's being prosecuted under the 1911 act, and even that doesn't seem to actually require this.
As the linked piece makes clear though, the CPS didn't need to have China declared as an enemy, only that the information passed could have been of use to any unspecified hostile entity.

Except it isn't. Cultural context matters and the US is not the only culture. I've seen people from the US yelling at Spanish people for using their word for the colour black because it's "negro" (from the Latin "nigrum"). Should they change their language because Americans are racist?
