Ronald Reagan ran three times before he got elected president.

Richard Nixon lost to Kennedy in 1960, then lost the 1962 California gubernatorial primary, was written off into political oblivion only to reemerge win the presidency in 1968.

Oh, they are going to totally screw this up, but at least the chillers and boilers can be accounted for. I doubt they’ll even connect to the GSA system correctly or consult with their engineers. The White House gets its chilled and hot water for HVAC from the GSA’s Central Heating and Cooling Plant a few blocks away, which supplies heating and cooling for most of the federal buildings in central DC.
