Deciding when to recess the House to "district work periods" isn't some inherent or longstanding power of the Speaker. It was only added to the rules for the first time in this Congress. Otherwise this would have required the full House to vote on it, which could have been defeated.
As expected, in order to avoid a vote on extension of the ACA, Mike Johnson is gaveling the House into recess.

So both bills that were going to address healthcare premiums paid by the people have been voted down. When i look at the vote spread I wonder who do these lawmakers work for and do they give a shit about the American people. (A rhetorical question, I know)
