One of my favourite parts of the Fenngineer's design is that her head isn't a "Furry" head. It's just a fennec head, jaw and all Her eyes even have nictitating membranes. I think it sells her "Animal good at pretending to be human" vibe well.

That's what I always assumed, but I wouldn't have put it past the creators of Lower Decks or something to slip in an off hand joke about the "Treaty of Newton's Fall" that the entire galaxy agreed to reduce head injuries from alignment-related transporter problems.
