The health care system is such a complex mess that only 32 of the world's 32 remaining advanced democracies have managed to make it work. USA was the sole example of failure in implementing single-payer universal healthcare even when it WAS a democracy, and now democracy itself is failing.

He wouldn't have to disband Congress. As a practical matter, NSPM-7, SIGNED BY TRUMP, will essentially GUT Congress by opening investigations into EVERY SINGLE NON-MAGA member, leading to their eventual arrests, and leave only the MAGA GOP to pass whatever legislation he commands of them.
