This is what an intellectual leader, who wants effective change to help those who elected him during a time of economic and international crisis, sounds like. It's not as "clearly stated" as "they are eating the dogs" or "a boat landed there hundreds of years ago" but it's how real leaders sound.
Carney: "American hegemony in particular helped provide public goods, a stable financial system... this bargain no longer works. Let me be direct. We are in the midst of a rupture, not a transition... recently, great powers have begun using economic integration as a weapon. Tariffs as leverage ... "
