That would require at minimum a constitutional amendment. authority to select a nominee is granted by the “Appointments Clause” of the U.S. Constitution, which states the President “shall nominate, and by and with the Advice and Consent of the Senate, shall appoint… Judges of the supreme Court.”

24% reporting is a significant amount. Also, it reflects the number of counties reporting in, not total votes. If the modt populus counties are in, you can mathematically determine who will win based on the polling done during the campaign.
