I think you are asking if redemption is possible for people so broken that they would drag everyone into the abyss based on nothing more than tribalism. Not sure what that would even look like.

The attacking country would be at a de facto state of war with NATO. The wording specifies a country attacking a NATO member but makes no distinction about the affiliation of the attacking country. That being said, it is highly unlikely NATO would take on the US on its own continent.
