Nope. That isn’t what the document says. America is great because of what we could be, not because of what we were. Reread the part about striving to make a more perfect Union.
The United States of America has been great since 1776. The country was founded on the principles that all men are created equal and have been bestowed upon them, by the creator, the right to life liberty and the pursuit of happiness.
