He's either delusional that he thinks there's still a chance or his depression has made him forget they divorced.
As we see throughout season 2, his memory is terrible unless it comes to one other specific person in the hotel.
He even has to write a reminder to meet Charlie.

In the show, it seems like the marriage is over with Lucifer still clinging onto the idea of it. The only thing that *does* give me pause is the merch. Lucifer's love for Lilith has been referenced several times throughout merch and it's not clear if this is strictly the joke of his archetype or not
