Here are some photos of the windmill in the town next to mine. It's the tallest one in Latin America, built by Dutch immigrants as a replica of the windmills in Zuid-Holland. I love the way it looks at night, now that we're approaching Christmas!

So, summing up everything I said, the Congress (nowadays conservative and far-right in its majority) has passed this bill, but (I believe) the president can still veto it. And I hope he does.

When such a situation happens, it doesn't matter the political position of the president (leader of the executive power in a federal scale), because the Congress is actively working against him. It's somewhat similar to the US (in normal times, not right now with the orange clown in power).

Let me just explain this to you, okay? Brazil is a republic with three independent powers: the executive (the president), the legislative and the judiciary, and they operate independently. This bill was passed on by the legislative, which right now is formed mainly by Lula's opposition.
