Insane. A-level English is not designed to measure language acquisition, this is pure propoganda anti-immigrant bullshit.

I have B2-C1 level in several languages but could never expect to reach the equivalent of A-level., it's bollicks.

It also ignores the fact that sentencing is not arbitrary, magistrates and judges are constrained by sentencing guidelines and maximum sentences set by parliament. They also have to take into account previous convictions etc. That don't just make it up as they go along.
