Depends on how thick your sauce, how much pasta, etc. but I would think you’re fairly safe adding somewhere between 1-2 cups of water.
Hmm at home growing up we definitely had a side of snark and arguments at every feast.

At my nans she loved to get every animal she could on the table - turkey, ham, roast, salt beef, every bit of game she could find: wild salmon, rabbit, moose, you name it. So side dishes of more meat?

I really think it's about opening up a snitch line and issuing a few tickets for shock/scare value then a careful analysis of consumption of each household.
I had heard the province gave gold courses special permission this summer to draw water from lakes to water their courses but can’t find anything confirming this (also only looked for a quick minute).

It makes my eye twitch.
I doubt they have the capacity to monitor this on a household level; and if so, your household is not the target.

Even your neighbours may slide under radar if say, its a 2 person home and their models are based on 4/5ppl, even if they are watering lawns. That's where the snitch lines comes in.
I would also assume HFXWater has projections of average water consumption based on dwelling, past usage, etc. and estimates of how much water is currently available.

Then create a daily target of overall consumption that they might breakdown further. Their target is lowering overall consumption.
These are all valid Qs! They'll likely also rely on snitch lines - eye witness accounts of lawn watering, etc.

Fwiw, no matter what they do, I think it will be extremely difficult to enforce. It seems more like hoping the threat of fines will force some compliance.
I'm totally guessing here, but I would expect they would be analyzing/comparing account usage going forward with previous reporting periods.

Municipal water is metered so they have usage by volume data for each account.

Kingswood market has some fresh produce for good prices - watermelon, apples, green grapes, carrots.

I just got 4 striploins, 12 pork chops, a few lbs of chicken tenders, deli ham and strawberries for $65.
