I think the only time that was spent on this was in the drawing up of the plans. Nothing else.
It takes at least a year to get a permit to alter a historic building, considering the public comment periods, architectural reviews, etc. Then you have to include the approved proposal to Congress for funding. None of that was done, so I wouldn’t say none…no authority whatsoever.
Congress designates all spending. There are provisions for routine maintenance, but this ain’t that! He has not only spent non-appropriated funds, he has bulldozed through a historical building without legal clearance. As a retired fed employee, those are the first two breeches I can think of..atm.
I can’t imagine that there was a process. Congress has handed him everything. He can buy what he wants, seems like.

Had to explain this repeatedly during the 2020 interregnum: the Insurrection Act and martial law are not the same thing
Elaborating b/c there's a lot of misunderstanding on this.

Insurrection Act does nothing except you can then use soldiers as cops. They can enforce laws, but they're the same old laws. It doesn't suspend the Constitution. No martial law, no closing courts, no removing state officials, none of that.
Even if he did, which I'd bet is likelier than not, none of this is true. The Insurrection Act is not a declaration of martial law. It doesn't close the courts. It doesn't suspend habeas corpus. It means you can use the military to enforce federal laws, but the laws themselves remain the same.

ICE is once again targeting rideshare divers at O’hare parking lots. The Illinois Coalition for Immigrant and Refugee Rights says that multiple people have been detained. This is at least the third incident in the last few weeks involving ICE and rideshare drivers at O’hare.
