By a vote of 47-52, the #Senate did not agree to waive the Budget Act points of order with respect to the Merkley amendment #4287, to prevent the deferral or recission of appropriations within 90 days of their expiration to H.R. 7148.

This was a party line vote, Senator Hagerty did not vote.

The #Senate did not agree to the Schmitt amendment #4241 to eliminate the National Endowment for Democracy funding on a voice vote; and is now voting motion to table the Lee amdt #4236 regarding earmarks.

By a vote of 45-55, the Senate did not agree to the cloture motion on the motion to proceed to H.R. 7148. Republican Senators voting no: Budd, Johnson, Lee, Paul, Moody, Scott (Fl), Thune, and Tuberville. Majority Leader Thune voted no in order to make a motion to reconsider.
