Rutte seems to be saying that he himself is not a very good leader.
He admitted that he could not get NATO allies to boost defense spending.

They backed him off the edge.

Details are non-existent at this moment, but the US has had a treaty with Denmark and Greenland about US having bases on Greenland.

US security is a far off secondary issue.

Trump's other angles include using those resources to increase the Trump family's wealth, consume power as a dictator, and trying to gain leverage over Canada's resources during trade negotiations.
