yea the hihats and breakdowns and the tempo could be a good reason to not call it dubstep but it does have a kick on beat 1 and snare on beat 3 with a dubstep-like bass

And like grime did evolve with dubstep in similar ways back then but grime was more emphasis vocals while dubstep is more instrumental and 2 step garage/dark garage probably influenced it more than grime

I've looked into the old dubstep rabbit hole for a while now and I knew it was a lot about dub raggae and 2 step garage coming together but this 1996 song is actually wild how it's so advanced, I can send it to u if you want
