So, why didn't the ECB just have shaken up the County T20 Blast than spend so much money on The Hundred only to make it T20 anyway?

So, this year the T20 blast are female and male double header events with the women folded into the country structure now.
Why didn't the ECB do this do this to make T20 more of an event with the double headers rather than launch the Hundred that they have been flogging off? #T20Blast #cricket
