I don't think he's thought about that soon enough. The war was supposed to last a few weeks at most.
Now he's stuck with it, and yes, he will ultimately run out of vatniks willing to jump into the meat grinder. Things will become much tougher soon, when he'll need to mobilize "unwilling" idiots.
