I think of it more as a retcon since a lot of the original STO ships seemed to lack a cohesive art direction. With these revamps, they're managing to find a place in the timeline for these variants instead of just cramming a bunch of random ships into STO's era.

They reduced FaW's minimal cooldown back down to 15 seconds. They're just adjusting Breen' Free-Fire with that in mind. The extra 4 seconds you would've gotten still wasn't enough to keep FaW up 100% of the time with proper boff cooldown reduction.
