The only problem is that there's a couple blue pixels missing here because of anti-aliasing... you could either try and ajust the magic wand setting to try and get those, or, if the thing you're trying to use it for can make use of aliased brushes, you'd be able to get a pixel perfect count 🤔

The closest thing I would find was using the Histrogram panel in its full version, color picking the blue with the magic wand (unchecking the contiguous pixel option to select all instances of that blue at once ), and then checking the Pixel count, in this instance: 98558!
