Probably a change in the demographics of the growing protests. I doubt many of the violent responders have changed tact, but rather more sane people have joined the ranks.
Not to mention their seats of power are also the most populous and their economic centers. It’s relatively easy to get half the country at a protest in Paris. Protests in LA Chicago or new york just don’t have that proximity.
