This article is part of the issue “Comparative Fiscal Federalism and the Post‐Covid EU: Between Debt Rules and Borrowing Power” edited by Sergio Fabbrini (LUISS University), Tomasz P. Woźniakowski (University of Wrocław/ LUISS University), and myself.

Post-pandemic EU has new, yet temporary fiscal powers and Member States retain their fiscal sovereignty. I show under what conditions 2 fiscal sovereignties (EU/MS) could coexist & point to what the EU could learn from Switzerland.
