By 2013, the NYPD issued a directive affirming that:

This guidance came in part due to cases like Feeley’s and pressure from the NYCLU and topfreedom activists.

On this day, twenty years ago, Aug 4, 2005, Phoenix Feeley walked topfree down Delancey Street in Manhattan, asserting her right to do so in New York State. NYPD officers arrested her for indecent exposure, held her for 12 hours, and sent her to Bellevue Hospital for a psychiatric evaluation.
