Health/sanitation:
- Travel-sized hygiene products: shampoo, soap, washcloth, brush, comb, toothbrush, toothpaste, razor, wipes;
- Hand sanitizer and disinfectant wipes;
- First aid kits (small and medium);
- Sunscreen;
- Insect repellent;
- Menstrual products;
- Toilet paper;
- Water;
- Garbage bags (combo of heavier duty construction bags and generic).

Mobility/Communication Items:
- Portable phone battery banks;
- Phone chargers;
- Solar phone chargers/banks;
- Bike repair kits and spare tubes;
- Foldable shopping carts for transport;
- Waterproof document folders for important papers.

Or... you could simply include some Democratic priorities in the bill instead of it being staunchly Republican. The bill would then pass in a heartbeat.
