Most of EU-headed African migration is legal. But in the last 10 years, 3.6 million African citizens out of 4.6 million arrived through rights-based migration as asylum seekers, new spouses or family members. Only 1 million came for work or as students.

We are hearing growing calls to scrap the 1951 Refugee Convention. Dismantling it would be a grave mistake. But a Protocol could respond to concerns from different regions & be a moment to restore trust.
